What are the rights, roles, and responsibilities of the government with regard to its citizens’ welfare?

The PPACA: A Quest Achieved?

On March 23, 2010, a quest that began as far back with President Theodore Roosevelt culminated with the signing into law of the Patient Protection and Affordable Care Act (PPACA) by President Barack Obama. The PPACA brought to fruition a 100-year attempt to create some form of national healthcare program within the United States.

In late March 2012, the United States Supreme Court began its review to determine the constitutionality of the law and its various component pieces. A component of the law that is most under contention is the mandate for all citizens to have healthcare coverage, whether provided by employers, government programs, or individually purchased. The decisions of the Supreme Court on this law will impact the healthcare system for years to come.

What are the rights, roles, and responsibilities of the government with regard to its citizens’ welfare? Why does one of the largest advanced economies in the world rank below other industrialized countries and several developing countries in healthcare delivery? What factors contribute to ongoing misperceptions of how healthcare as a system operates (or doesn’t operate) in the U.S. and in other nations?

Discussion-Week 4 (D-W4)

Participants:

With these complex and charged issues in mind, by Day 5 of Week 4, respond to the following questions:

Evaluate the Patient Protection and Affordable Care Act (PPACA). Provide the pro and con viewpoints from the perspectives of the consumer as well as each member in the triad of power.

Appraise what you think will be the long term ramifications of legal decisions made about the PPACA.

Distinguish the key characteristics of the role played by government and healthcare providers in the delivery of health services in any country of your choice. Compare and contrast them with the PPACA.

Presenter(s):

By Day 7 of Week 4, post your initial paper and PowerPoint in a zipped folder as an attached document.

Discussion-Week 5 (D-W5)

Participants:

By Day 5 of Week 5, respond with your own thoughts to at least one Presenter’s posting in an edited three-paragraph, formal academic peer review. At a minimum, be sure to include the following elements:

Assess the conceptualization, analysis, and synthesis of key research concepts presented.

Evaluate the extent to which the Presenter has addressed the elements from the Learning Objectives from this two-week pair.

Does the presentation provide a cohesive summary of the assigned concepts with an effective evaluation of their implications for healthcare managerial decision making?

Did the Presenter provide a meaningful academic argument or interpretation that demonstrated fluency with the material?

Incorporate relevant scholarly resources in your posting.

Presenter(s) and Participants:

Between Day 5 and Day 7 of Week 5, continue Discussion on both the Participants’ and Presenter(s)’ postings by addressing one or more of the following summative considerations that pertain specifically to this two-week pair:

In what ways do the readings provided in this week’s Resources and those identified by you and your colleagues answer important “ so what?” questions in the field of healthcare managerial decision making?

How are these readings potentially valuable for research in the field?

Are there any important gaps (i.e., contradictions, arguments, disagreements, or areas of divergence) within this set of readings that point to potential topics for future research?

How would you follow up to extend or explore these gaps?
