Atty. DJ Larkin predicted the future of the tent cities settlers in Vancouver who are facing demolition by comparing it to what transpired in Abbotsford, where tent city settlers fought for their rights to camp in parks. She also protested the absence of national housing plan and safe shelters that compelled homeless Canadians to settle in tent cities, but the City of Vancouver opposed her allegations proving the existence of available shelters.

Social Democracy is the political ideology evident in the above circumstances since it requires collective action to solve homelessness. Chappell (2014) said “Solidarity is important to social democrats, who prefer to work toward collective rather than individual goals and who frequently use collective action, such as labor strikes” (p.21). Social Democracy is accentuated when homeless citizens jointly constructed tent cities in public parks as a means to relay to the Government the lack of decent shelter.

Moreover, the government demonstrated institutional approach in dealing with homelessness by taking the responsibility of assuring that every citizen has access to basic standard of living, and the latter believe it is the government’s obligation to equip them with decent shelter. Davies, McMullin, Avison and Cassidy stated that government who uses institutional approach adopts “the rights-based view – which is closely aligned with a social democratic ideology –assumes that every citizen, not just people in need, is entitled to a minimum level of food, shelter, clothing, and security (adapted from the fifth edition of Social Welfare in Canadian Society, © 2010
