As depicted in the Hammurabi code, it was the norm for the authority to determine the charges for taxation and enacting legislations affecting property ownership (Van de Mieroop 2). People who failed to adhere to the rules faced consequences for their actions, which was the death in some cases. While implying that taxation is certain, the assumption is that Benjamin Franklin had examined a collection of historical materials that described the nature of society during the ancient period.
